that serve to develop jobs within the small business
community, develop a larger pool of qualified contractors
and ultimately boost the economy of the New York
region. The program launched in 2012 and awarded
its first contract valued at $1.88 million to a Queens-
based, certified Disadvantaged Business Contractor who
completed building facilities in Grand Central Terminal
that are part of the East Side Access mega project.
WHAT’S iNCLudEd iN THE pRogRAM?
The SBFP is a three-year program similar to the SBMP Tier
2 Program. Pre-qualified contractors may participate in all
of the components within the SBMP. However, a firm may
not participate in both programs at the same time.
The SBFP includes the following services and
opportunities: pre-qualification, training, business plan
development, access to working capital and insurance,
a bond assistance program, experience working on
projects up to $3 million and fast track payments.
The SBFP is a groundbreaking program that allows a
firm to enter the federal transportation market as a
prime contractor. Smaller contractors can now create a
portfolio of larger projects, demonstrating their capacity
and learning at the same time. There is no other program
like this in the country.
WHo CAN AppLy
Certified Disadvantaged Business Enterprises and other
small businesses may be eligible to apply to this program.
The applicant must not exceed an annual earnings cap of
$5 million per year averaged over the last three years,
must be in business for at least one year and have the
ability to be bonded for up to $3 million. For more
