WHo iS ELigiBLE To pARTiCipATE?
A small business wishing to participate in any of the MTA Small Business Mentoring Programs and its
Small Business Federal Programmust apply for admission and be pre-quali ed by the MTA
for speci c construction industry trades.
Small construction businesses are encouraged to apply
to the program, including small businesses that are
currently participating in mentor programs administered
by other public agencies and small businesses certified
for participation in state and federal MWDBE programs.
The MTA will afford all applicants with an equal
opportunity for consideration, without discrimination due
to race, creed, color, national origin, religion, sex, sexual
orientation, age, disability or marital status.
A small business wishing to participate in the MTA’s
mentoring programs must apply for admission and
be pre-qualified by the MTA for specific construction
industry trades. The application and pre-qualification
process is designed to ensure that participants in the
mentoring program have a sufficient foundation of
experience, finances and skills to demonstrate that, with
the assistance provided by the MTA, they can complete
small MTA projects safely, on time and within budget and
continue to grow.
A pre-qualified firm that is accepted into the Small
Business Mentoring Program and meets the requirements
for continued participation will be eligible to participate
in the Tier 1 program for up to four years. Upon successful
completion of Tier 1, the graduate firm will be eligible
to participate for up to four additional years in the
Tier 2 program. Tier 2 is only available to successful
participants of Tier 1.
Firms that are accepted into the MTA Small Business
Federal Program (SBFP) are not eligible to participate
concurrently in the SBMP. If they are already enrolled in
the SBMP, they may transition to the SBFP if they meet the
requirements and are accepted into the program.
pRE-QuALiFiCATioN REQuiREMENTS
When reviewing a firm’s application, the MTA’s
assessment will include a thorough evaluation involving
a variety of factors, taking into account the firm’s size and
the fact that it is seeking enrollment in the SBMP or SBFP
to gain the knowledge and experience necessary to do
business with the MTA.
The Pre-Qualification Process is an intensive process
that is the first step for entry into the SBMP as well as its
other programs.
QuALiFiCATioN REQuiREMENTS
MTA SMALL BuSiNESS MENToRiNg pRogRAM TiER 1
Enrollment in the MTA Small Business Mentoring Program
(SBMP) Tier 1 is for a maximum period of four years.
Qualification requirements for the SBMP include:
General experience as well as experience in
specific, construction industry trades
Quality and timeliness of past performance
