SBDP includes two programs that are designed to help small
contractors build capacity and grow their firms:
THE MTA SMALL BuSiNESS MENToRiNg pRogRAM (SBMp)
SBMp TiER 1
is a four-year program where small businesses are
provided assistance by a larger construction management firm as
a way to obtain on-site training as well as a transfer of knowledge
that will eventually enable smaller companies to become larger
prime MTA contractors and subcontractors. This mentoring
assistance is supported by a focused training and assessment
program that utilizes a robust curriculum of classroom instruction
supplemented by field training. Participants work closely with
experienced project manager mentors who provide guidance
on contract administration and execution. The SBMP Tier 1 also
includes a Loan Program provided by Carver Federal Savings Bank
and a Bonding Program. The Loan Program will assist businesses
interested in securing loans, paving the way for bottom line
growth and the financial capacity to complete larger projects.
The Bonding Program supports each small contractor’s ability to
increase its current bonding line.
SBMp TiER 2
is a four-year advanced mentoring program that is
designed to include Bonding and Union Transition Programs to
help small businesses bid on larger contracts and explore the
potential of union relationships, facilitating their expansion into
the unionized construction industry, as desired. The key difference
between Tier 1 and Tier 2 contract opportunities is that Tier 2
contractors may bid on projects valued up to $3 million.
THE MTA SMALL BuSiNESS FEdERAL pRogRAM (SBFp)
The Federal Transit Administration has approved the country’s first
regional construction small business development mentoring program
to be launched by MTA. The SBFP is a three-year program similar to the
SBMP Tier 2 Program. Pre-qualified contractors may participate in all of
the components within the SBMP. However, a firm may not participate
in both programs at the same time.
Through all elements of the SBDP, small construction contractors
will be able to understand what is required to unlock new business
opportunities within the MTA. In addition to prime contracting
opportunities via the SBMP and the SBFP, the SBDP offers services such
as training, bonding and loan facilitation and other small construction
business opportunities to a wide range of contractors.

The MTA Small Business
Development Program has
received numerous awards for
its innovative approaches and
accomplishments to foster small
business growth and inclusion in
the transportation industry. The
program has been recognized
by the New York and New Jersey
Minority Supplier Development
Council, the Women Builders
Council and Anchin, a regional
accounting firm.
In the spring of 2012, the U.S.
Small Business Administration
named Michael J. Garner, MTA’s
Chief Diversity Officer and the
architect of the MTA’s mentoring
initiatives, as Minority Small
Business Champion of 2012 for
New York State, in large part for his
work assisting in the creation of
the MTA Small Business
Mentoring Program.
In addition, in April, 2013, Mr.
Garner was recognized by
Women Construction Owners
and Executives (WCOE) at the
organization’s national conference
in Washington D.C., Women Build
America, for his efforts to
empower women in the
construction industry.
Mr. Garner was also the recipient
of the National Association of
Minority Contractors (NAMC) 2014
Lifetime Achievement Award for
his work in empowering small
businesses throughout his career.
