Andrew Simmons and his brother, James Simmons, who left to form
a not-for-profit, affordable housing development company in 2002,
founded Lashay’s Construction & Development in 1996.
Headquartered in Yonkers, NY, the firm has worked on numerous
projects involving both new construction and renovation work
across residential, school construction and transportation markets.
Lashay’s is a member of the General Contractors Association and
Local 36 Lathers. It specializes in concrete installation, concrete
reinforcement, forming and concrete saw cutting and interior and
exterior demolition. After being awarded the Port Jervis Project,
Lashay’s was awarded the White Stone Bridge Project. The scope
for that project including pouring the concrete roadways, sub base,
rebar, forming for an architecture wall and pouring the concrete for
the walls.
Lashay’s Construction is certified as New York State and New York
City Minority Business Enterprise and federally as a Disadvantaged
Business Enterprise. In addition to the MTA, the firm works for the
Port Authority of New York & New Jersey, DASNY and the New York
City School Construction Authority.
Born and bred in Yonkers, NY, Simmons’s vision for his company has
been shaped by his history and family legacy. His mother’s brothers
were general contractors, building multi-family homes. That spurred
his initial interest in construction. Simmons lost his mother when he
was seven years old. He recently built The Lillie Pearl on the
Hudson, a 12-unit, affordable housing project, naming it in honor
of his mother.
According to Simmons, a graduate of NYU’s Building and
Construction Management Program, attracting the right talent
and investing in the best equipment is key to growing his firm in
the construction industry. The firm recently purchased its first curb
master machine. “The new equipment investment has already paid
off,” says Simmons.

Building a Banking Relationship
Carver Federal Savings Bank worked with the MTA SBMP
to provide financing on a project-by-project basis to
construction firms prequalified in the MTA SBMP. The first
recipient of a Carver Loan in this program was awarded to
Lashay’s Construction.
Lashay’s was financially secure enough to manage funding
the project, that is, until the manufacturer, never having
done business with SBMP nor with Lashay’s, requested full
payment before production.
SBMP concluded that Lashay’s would be a prime candidate
for Carver. Lashay’s provided evidence of prior success
within the MTA to meet Carver’s requirements. SBMP
delivered a cost-based project schedule to justify the loan,
and, once the application package was completed, Carver
Bank awarded Lashay’s loan.
Lashay’s smoothly coordinated loan repayments into his
scheduled financing of his project’s mobilization, payroll,
long-lead items, suppliers, and subcontractor payments.
Lashay’s showed full responsibility for repaying the loan
according to their payment schedule, demonstrating the
professionalism that the MTA SBMP looks for in a contractor.
