Lashay’s Construction has been working for the MTA
as a subcontractor for the past decade, but the firm’s
acceptance into the MTA’s SBMP for prime contracts has been
transformative for the 16-year-old Yonkers construction firm.
Lashay’s won the contract as general contractor for the Metro
North Railroad Port Jervis Station Improvement Project, and it
was the firm’s first contract as a general contractor.
Originally estimated at $1 million, the $657,000 station
improvement project included demolition and removal
of the existing platform shelter by replacing it with a new
platform shelter, installation of temporary shelter, light poles,
concrete slabs, asphalt surfacing and site work. The project
also included removal of existing striping and replacing it with
ADA compliant handicapped parking striping. According to
Simmons, the entire station was updated to comply with ADA
code standards. In addition, Lashay’s Construction upgraded
the station’s existing electrical system and installed a new
public announcement system. Lashay’s has previously worked
on similar renovation projects as a subcontractor at several
other Metro-North stations, including the Larchmont, Yonkers
and the Croton–Harmon train stations.
In preparing for the Port Jervis Station project, Simmons notes
that the planning process was critical. “Scheduling the timing
of your submittal and preparing to respond to and anticipate
any inquiries, including the possibility that you may need to
resubmit the proposal, is very important,” says Simmons. “At
any point, your submittals can be delayed and this can create
extensive problems for maintaining a project’s schedule and
controlling costs,” he explains.
The MTA provided technical support to assist Lashay’s in
complying with specific Metro-North documentation and
submittal processes. “I am very grateful to the MTA program
for its technical support,” says Simmons. “Heavy construction is
a different world. Submittals, safe work plans, documentation
requirements are completely different for the MTA than in other
areas of public construction. MTA’s technical assistance made
all the difference to ensure our success. We gained valuable
experience with project tracking, scheduling, submittals,
contract interpretation, change order procedures, project
management and closeout procedures which enabled us to
complete the project on time.”

New Station Improvements by Lashay’s Construction
Andrew Simmons, President of Yonkers based, Lashay’s
Construction, is positioning his firm for more work in the
transportation industry.
During the term of the Port Jervis project,
30 jobs were created or maintained.
