Success is a composite of lessons learned,
through experience and hard work.
Our small business development efforts are
aligned with New York State Governor
Andrew Cuomo’s directive to increase
contract awards to New York State-certified
MWBEs and are supported by the MTA’s
Executive Management Team and Board.
In a very short period of time, the MTA team
has created and implemented a program
that is small business friendly. The MTA’s
Small Business Development Program
is establishing the benchmark for small
business success within the construction
and transportation industries. The program
is focused on eliminating the barriers to
entry and creating contract opportunities for
small business, including minority, women
and disadvantaged business enterprises.
The program is also focused on reducing
our construction costs while increasing
job creation and economic development
opportunities within the 12 counties we serve
in New York State.

Some success is destined, but
most success is achieved through
perseverance and excellent work.
Our small business contractors are
proving that with hard work, project
success in the transportation industry
can be achieved. Our first class of MTA
small business contractors are taking
on new challenges and demonstrating
their commitment, perseverance and
their ability to learn new ways of doing
business to succeed with the MTA.
On behalf of the MTA, it is a privilege
to watch them grow. We know as an
owner and an organization, we will
benefit from their success today and in
the future.

Timeliness predicts success.
Smaller MTA projects contain many of
the challenges of larger ones. Logistics,
safety, quality, scheduling, customer
considerations and cash flow may
present unanticipated obstacles.
Navigating them requires timing and
teamwork. To help small business
contractors succeed, the MTA has
assisted them to focus on critical
activities and reengineered many of its
processes to provide timely interaction
with them.
We are proud of our achievements.
Of the 25 projects awarded in the first
year, 10 of them have successfully
closed out. In fact, the projects were
closed in approximately 17 days
from completion of the contractor’s
punchlist. Another important metric
is our goal for prompt payment within
10 days of a completed application. To
date, the MTA is averaging payments
in five days of submitting a requisition.
